What to do with them
Catalog them and figure out how each are used
Vacate ones primarily used as driveways or don't otherwise go through
Create low-cost bike/walk paths on some, possibly using rest of land as natural area
Allow low-cost improvements (e.g. sidewalks as extension of asphalt separated by curbs, or mixed-use street)
