-Can voluntairly require restrictions

-Highlight those who agree in voter's pamplhet

-Does not require people to give up their own money

-Allows people to "vote with their wallet" and encourages candidates to meet with voters

-via state Web site or postcards

-can be profitable if it gets reps who save money

-is it enough funding?

campaign finance reform

-prohibit $ from non-voters

-give everybody $100 fund/front load tax credit

-ā€ˇvirtual campaign bucks

-or match $5 contributions, require registration check
